Auto repair warranty period adjusted upwards New rules for motor vehicle repairs this month


The Ministry of Transport recently promulgated motor vehicle maintenance management regulations, in order to ensure the implementation of this system, Shanghai Automobile Maintenance Management Department recently issued a notice on the implementation of the motor vehicle maintenance completion factory quality assurance period system, requiring the motor vehicle maintenance business from the first of this month to implement the new system, the original Shanghai automobile maintenance quality supervision and management measures in the quality assurance period at the same time abolished. 

The new system provides that the quality assurance period for vehicle repair or assembly repair is 20,000 kilometres or 100 days, the quality assurance period for secondary maintenance is 5,000 kilometres or 30 days, and the quality assurance period for primary maintenance, minor repairs and special repairs is 2,000 kilometres or 10 days, which is 100% and 11% higher than the original quality assurance period standards implemented in Shanghai's auto repair industry, respectively. 400% and 200%, and 100% and 42% respectively. A special repair warranty period has also been added, along with mileage and date targets for the quality assurance period, whichever is achieved first.

The city's Automotive Maintenance Administration requires that each motor vehicle maintenance business can develop its own quality assurance period for the completion of the factory, but not less than that stipulated in the new system, and should be publicized to the community; the quality assurance period promised on the various types of valid vouchers issued to the repair customer, such as the certificate of conformity and the settlement list, should be in line with the public quality assurance period, while the relevant vouchers should be filled in with the value of the factory mileage, the factory date and the Quality inspector's name, etc.

During the quality assurance period and the promised quality assurance period, if the motor vehicle cannot be used normally due to the quality of the repair, and the contractor cannot or will not be able to provide proof that the motor vehicle cannot be used due to non-repair reasons within 3 days, the motor vehicle repair operator shall return the repair without compensation in a timely manner and shall not intentionally delay or unreasonably refuse. If the motor vehicle cannot be used normally after two repairs due to the same fault or repair item, the motor vehicle repair operator shall be responsible for contacting other motor vehicle repair operators and bear the corresponding repair costs.
