Hong Kong reimports to the Mainland through Hong Kong CEPA with zero tariff


According to Hong Kong Commercial Daily, Mr. Yeung Kwok Keung, President of HKPC, said that the Legislative Council of Hong Kong has passed the establishment of an Automotive Parts and Accessory Systems R&D Centre, hoping that the R&D Centre will be launched at the end of this year, through which imported technologies will be re-imported to the Mainland through Hong Kong's CEPA with zero tariff; at the same time, it is also hoped that the HKSAR Government will negotiate with the Ministry of Commerce of the Government to include more than 200 automotive parts and accessory systems into the third phase of CEPA list. 

Mr Yeung Sun Sai, President of the Chinese Manufacturers' Association of Hong Kong, said that the SAR Government and the Productivity Council's determination to develop the auto parts industry has attracted the industry's attention. Hong Kong's emphasis on intellectual property rights can also be used to attract foreign manufacturers to collaborate in technology transfer.

Mr Chan Yan-chor, President of the Hong Kong Auto Parts Association, said that Hong Kong used to be dominated by low-tech industries, but now if we focus on the development of the automotive industry, it will give Hong Kong a "soul industry" and its added value will help transform Hong Kong's industrial sector. He said he hoped that through CEPA, more young people could participate in industrial manufacturing to continue Hong Kong's industrial development.

Mr Ng Tai-wo, Chairman of Hong Kong Wei Ying Group, said they had developed core instrumentation for automobiles in recent years, which had been recognised by BMW, Audi, Fiat and Porsche, and the Ministry of Science and Technology attached great importance to the industrial development of Hong Kong in this area. Automotive instrumentation has a value of HK$10 million in the current year and is estimated to increase by two to three times next year, and is expected to reach HK$120 million in '08, with high potential for value-added.
